I am not sure about the legality of your parking plan, but I can tell you about Victoria, TX. The last time I was there, it was fairly peaceful. I do remember the hospital, but most have for-fee parking lots which are fairly protected at night, and some free parking with is not very well protected. Why would you park it in a hospital lot, where people visiting patients would use the spaces? Seems somewhat selfish?

If you live in Houston, and your Friend lives in San Antonio, and you're going to South Padre, then why would you make him backtrack to meet you at Victoria? Meet him outside of Corpus Christi, and park your car in the long-term parking lot at Corpus Christi International Airport.
That's kinda dumb since Victoria is going in the OPPOSITE direction of S.A. Refer to Williams or Donna's answer.
