There is no way you will encounter ANY snow on that trip. It only snows in Victoria in the high mountains and you won't be going anywhere near any high mountains.
I'd put the chances of snow that would need chains at something like 1 in a million.

The only through highways in Victoria that will be covered in snow are the high plain routes from Omeo through Falls Creek (tar sealing just completed this year), and the pass from Omeo over Mt Hotham. Both these routes are spectacular and scenic; but WAY off your route.

stick to the highway, you will not see snow on this trip. you will only need chains if you visit the snowfields, which you are going nowhere near.
The best route fo you to take is, from the 'Bool, take the Hamilton Hwy to Lismore, then after 4km take the turn off to Pitfield and Scarsdale, through to Ballarat.From Ballarat take the Midland Hwy to Bendigo, then the Midland and Northern Hwys to Echuca.
Everyone else is right about no snow, but what we wouldn't give for at least some rain in Melbourne and the ranges.
You won't need to try and avoid it as there will be none. In Vic it only snows in the mountains on the east and your not going near them.
