unfortunately, i'm one of the people which is against it, so i really don't even wonna know

it's cruel to the fish to say the least

What is your question? Do you have a photo of this fish? Then we can tell you if this is natural or possibly a tattooed fish.
Like cat says, wtf is your question? You never asked one. You made a few statements though, or rather maybe exaggerated or tried to bs us? No I do not know of ANY SINGLE Victorian that has this type of marking naturally. Man made? Wouldn't surprise me considering over fishing and pollution are the leading reasons why almost every species of Lake Victoria will be endangered or extinct in a few years time.
